Yes you can use bleach however it will fade the plants and you would need to rinse the plants in dechlor water (stuff you use for your tank) to neutralize the chemical.

You are better off using salt and lemons or hydgeron peroxide to remove the stuck on algae. Neither of these would pose any threat either to your tank, just rinse well after scrubbing.

You can also remove the plants and simply wipe them off. Should come off easily.
